Weeping Water Nebraska




APRIL 11, 2016

            Mayor Mike Barrett called the monthly meeting of the Weeping Water City Council to order at 6:00 p.m., on April 11, 2016 at City Hall with the following members of the council answering roll: Lawrence Mozena, Ray Frew, Kelly Nutter and Timron Gilfert. Absent: None. Notice of the meeting was given in advance thereof by publication in the April 7, 2016 edition of the Plattsmouth Journal. The posted location of the Open Meeting Act was noted by the Mayor. Motion by Frew, seconded by Gilfert to approve the minutes of the March 14, 2016 meeting. Ayes: Frew, Nutter, Gilfert and Mozena. Nays: None.

            During Open Forum Linda Behrns, Executive Director of Keep Cass County Beautiful, gave a short presentation. Donna Mason spoke regarding licensing of golf carts. It was noted that allowing golf carts on the city streets will be on the May agenda.

            Monthly Reports: Fire Department-4 calls and 1 mutual aid. Motioned by Nutter, seconded by Gilfert to approve the application of Gage Kraeger to join the Fire Department. Motion carried with Nutter, Gilfert, Mozena and Frew all voting aye. Motion by Frew, seconded by Mozena to pay for the trophies for the Firemen’s Water Fight to be held during Limestone Days. Motion carried with Gilfert, Mozena, Frew and Nutter voting aye. The Fire Department will be holding a pancake feed May 1st from 7:30 a.m. to 1 p.m. with a free will donation at the Hopper Community Center. A message will be put on next month’s water bills to remind all citizens that in order to burn, you have to have a burn permit. Rescue Department-No Report. Maintenance Report-Fuel pump was replaced in the ’97 Chevy. ’13 Chevy was involved in an accident. Copies of the Water/Wastewater Report were distributed for review. Motion by Gilfert, seconded by Nutter to accept the bid of Layne Western to install 2 VFD’s at a cost of $6,860. Motion carried with all members of the council voting aye. A preconstruction meeting was held on March 16, 2016 regarding the water well project. Construction is set to begin in late April or early May.

            Motion by Frew, seconded by Nutter to accept membership into Keep Cass County Beautiful, Platinum Level, at a cost of $150 for one year. Motion carried with Mozena, Frew, Nutter and Gilfert all voting aye.

            Tax incentives for new home owners and an animal control facility were tabled for further review.

            Items addressed during New Business included the Workmen’s Compensation Audit from LARM, current status of the budget and changing all outlets at the campground to 50 amp.

            It was mutually agreed by all members of the council not to pursue professional street sweeping services this year.

            Regarding the cleaning of the Community Building, Ray will act as liaison between the City and the Senior Center.

            The City would like to thank PCS Phosphate, Farmers & Merchants Bank, First Nebraska Bank and Keckler Oil Company for their generous donations to the ball program.

            Copies of Library Board Minutes and other correspondence were distributed for council review.
