PUBLIC HEARINGS/MONTHLY MEETING
JANUARY 8, 2018
Mayor Michael Barrett opened the Public Hearing at 6:00 p.m., on January 8, 2018, at City Hall with the following members of the Council answering roll: Lawrence Mozena, Ray Frew, Kelly Nutter and Timron Gilfert. The posted location of the Nebraska Open Meetings Act was noted by the Mayor. The purpose of the public hearings was to consider action on a request for a Small Tract Subdivision, requested by Chris Langemeier doing business for Flood Communications of Omaha, LLC and the proposed One and Six Year Street Improvement Plan.
Notice of the public hearings and monthly meeting was given in advance thereof by publication in the December 14 and December 21, 2017 editions of the Plattsmouth Journal.
Member of the Council reviewed the information presented regarding the proposed Small Tract Subdivision and the City’s proposed One and Six Year Street Improvement Plan for the ensuing year, which consists of general maintenance and four projects containing milling existing pavement and replacing with asphalt overlay.
There being no public objection to either the proposed subdivision or One and Six Year Street Improvement Plan, the public hearings were closed, and the monthly meeting was opened with all members of the Council answering roll. Minutes of the December 18, 2017 were approved as presented.
Based on the recommendation of the Planning Board, a motion was made by Mozena, seconded by Nutter to adopt Resolution No. 18-01, which approves an Administrative Subdivision located in the East ½ of the S.W. ¼ of Section 26, T.11N, R.11E of the 6th P.M., Cass County, Nebraska. Motion carried with all members of the council voting aye.
Motion by Mozena, seconded by Nutter to adopt Resolution No. 18-02, which approves an amended 2018 One and Six Year Street Improvement Plan to include asphalting 120 feet of 156th Street. Motion passed with all member of the council voting aye.
Under Open Forum, Jon Hansen spoke regarding an Eagle Scout Project he worked on which included installing solar lights along the walking trail. The Council thanked Jon for the enhancement to the trail.
Monthly Reports: Fire-2 calls for the month of November and 4 calls in December. Items of discussion included ordering two sets of bunker gear, funding for a band on Limestone Days and a fire meeting with the Cass County Mutual Aid Association. It was noted that Tim Prauner is off the Manley Fire Department. Rescue Squad-89 calls total for the 2017. Jake Meeske and Mitchell Wachter are off the rescue department. Maintenance-Parking along the snow route will be assessed further at the February council meeting. Bruce Sorensen gave a report on the Water/Wasterwater. Health Board-various property concerns were addressed.
Under Old Business the drainage concerns in the Vogler Addition were tabled until the property owner can attend a council meeting.
Motion by Mozena, seconded by Frew to introduce by title only and suspend the three required statutory readings of:
ORDINANCE NO. 637
AN ORDINANCE TO REVISE ALL THE ORDINANCES OF THE CITY BY ADOPTING THE NEBRASKA BASIC CODE OF ORDINANCES, 2018, TO REPEAL PRIOR ORDINANCES; TO REQUIRE FILINGS; AND TO PROVIDE AN EFFECTIVE DATE. Motion carried with all members of the council voting aye. Motion by Mozena, seconded by Gilfert to adopt by title only on third and final reading Ordinance No. 637. Motion carried with all members of the council voting aye.
Motion by Mozena, seconded by Nutter to approve a $2,500 rebate to Triple R Welding through the Retail, Commercial and Restaurant Incentive Program. Motion passed with all members of the council voting aye.
Members of the Council were advised that the City received an allocation of $18,000 from the Day Trust specifically for improvements to the campground.
As there was not enough interest to start a Parks and Recreation Board, the council welcomes public input on these Day Trust Funds and how they should be allocated towards the campground, at the February 5, 2018 council meeting.
The City Clerk was advised to advertise for the operation of the Concession Stand at the Ball Park and ask for proposals for a Camp Host at the campground for the ensuing year. Motion by Mozena, seconded by Frew to have Park Use and Umpire Fees remain the same as last year. Motion carried with all members of the council voting aye.
Motion by Mozena, seconded by Nutter to renew the Interlocal Maintenance Agreement with Oakwood Cemetery Association. Motion passed with Mozena, Nutter, Frew and Gilfert all voting aye. Nays: None.

It was noted that, as there will not be a quorum for the February 12, 2018 council meeting, the meeting has been moved to February 5, 2018.
